A conceptual presentation for Legacy Park Hutto, a proposed mixed-use development, came before Hutto City Council on March 27. The developers requested water service from the city for the site, which sits in Hutto's extraterritorial jurisdiction.

What is it?

Legacy Park Hutto, a venture by developer ATX Capital, would occupy a 94-acre site near the Samsung semiconductor manufacturing facility in Taylor. ATX Capital purchased the land in October and created a business plan to feature a mix of industrial, multifamily and retail establishments.

Hutto's future land use map shows the area dedicated for neighborhood activity center and corridor commercial. Based on preliminary plans, the mixed-use development would include:
  • 50,000 square feet of general retail
  • 15,000 square feet of neighborhood retail
  • 626 units of multifamily
  • 550,000 square feet of light industrial
"This is very early in the process," Amanda Brown, a consultant with HD Brown, said. "We haven't even started designing the site.”

The development would also dedicate right of way for a future Limmer Loop extension.


"There's nothing out there right now," Brown said.

Something to note

ATX Capital requested water service from the city, which would include 925 additional feet of a 16-inch water line to connect to an existing line that sits in front of the property. The alternative would be to add 9,000 feet of waterline to connect to the Jonah SUD system.

"In this scenario, we would have a 16-inch Jonah waterline going right along a 16-inch Hutto waterline, duplicating those that water infrastructure right in front of our property," Brown said.


What they're saying

Council expressed split views on adding the development to its water system. Mayor Mike Snyder expressed caution in contributing water for mixed-use.

"Water is more valuable than money," Snyder said.

Mayor Pro Tem Peter Gordon said that because the developer would move forward with the project regardless of if they can access city water, Hutto should capitalize on the venture.


"We would not get the impact fees, we would not get the property tax, we would not get the sales tax, we wouldn't get any that," Gordon said.

Council did not take action on the presentation, and the developer plans to return with an updated proposal.
