Check out the latest local housing and economic conditions impacting new home construction and enrollment across Pflugerville ISD, presented by demographer Bob Templeton of Zonda Education during a Nov. 20 board meeting.

According to Templeton in the demographic report, housing interest rates remain above 6%, but ideally should be in the 5% range in order to stimulate the industry for young, first time homebuyers.

New single-family home activity in PfISD's elementary zones vary:
  • Dessau Elementary zone has the highest number of annual home starts at 152 and the highest number of annual closings at 234
  • Carpenter Elementary zone has the highest number of homes under construction at 91, with Mott Elementary zone following closely behind at 90
  • Mott Elementary zone also has the highest number of homes in inventory at 102, while the Carpenter Elementary zone has the second-highest number at 99
  • Brookhollow, Caldwell, Copperfield, Delco, Highland Park, Murchison, Northwest, Parmer Lane, Riojas, Rowe Lane, Timmerman, Wieland and Windermere elementary zones all have zero annual starts, annual closings, homes under construction or homes in inventory
Overall, PfISD has 10,466 future lots, with the majority in the Carpenter Elementary zone, which has 5,266 future lots. There are also 1,274 vacant developed lots across the district.

"The east half of the district really still has a lot of potential for development; it's just right now, the development has really slowed when it comes to single-family development," Templeton said.


Per the report, there are also about 3,500 multifamily units under construction across the district with an additional 8,000 future multifamily units in various stages of planning.

Also of note

Templeton said PfISD is seeing smaller kindergarten classes each year due to competition from charter schools, homeschool options or families transferring to other districts.

Over the next ten years, Templeton said district officials should anticipate using a low- or mid-projection when looking at enrollment. The start of the education savings account program next year and slowdown in housing are expected to impact enrollment, he said.


"Districts can do things to help manage and improve this through your optimization and your programs and the marketing and the campaigning," Templeton said. "There is the ability for districts to have an influence here."


Looking ahead

Carpenter Elementary could be reaching over capacity by 2031-32, with Bohls Middle School reaching capacity in 2028-29 and Weiss High School in 2029-30.

"There are still growth pressure points where the housing is the strongest in the district," Templeton said.
