An affordable housing project for Pflugerville ISD teachers is underway through its Public Facility Corporation, or PFC.

The PfISD board of trustees established a workforce housing PFC to support the project during the Sept. 18 board meeting.

Some context

PfISD’s PFC was first established in 2021, and the board of trustees acts as its board of directors.

The non-profit organization is sponsored by the district but acts as a separate entity and can finance, acquire, construct, renovate and repair public facilities, said Chief Financial Officer Jennifer Land.


Through the PFC, PfISD was able to acquire the former Calvary Church building, which is set to become the district’s new learning and technology center in early 2026.

The action taken

Proposition H of the 2022 bond issued $43.9 million in funds to build affordable housing for PfISD educators. The newly-established workforce housing PFC will consist of two board of trustees, two staff members and one community member who will oversee the project.

What to expect


Located on the corner of Windy Vane Road Drive and Windmill Ranch Avenue, the site is slated to include:
  • 66 duplexes with a driveway
  • 36 townhomes with up to four bedrooms and a driveway and garage
  • Up to 140 three- or four-story apartments with one-, two- and three-bedroom floor plans and about 230 parking spaces
Community amenities will include a pool and splash pad, bark park and walking trails.



Something to note

Superintendent Quintin Shepherd clarified that the PFC board will hire a property management company who will essentially act as the property’s landlord.


“You don’t want your superintendent doing that; we don’t want our staff doing that,” Shepherd said. “[The PFC board] will be a governance-board only.”
