Major development projects in Pflugerville and Hutto made progress in July, including continued work on Downtown East in Pflugerville and City Council approval of a Sprouts Farmers Market in Hutto. Read more about these projects and others below.

Pflugerville's Downtown East sees progress

The city of Pflugerville finished asbestos removal and demolition operations on the Downtown East site July 11 as part of the larger project to develop the Pfluger Tract and build a new city hall and recreation center.

The update

Most recently, the city removed and disassembled the historic gin due to asbestos and structural deficiencies that rendered the building uninhabitable for years. The removal will also accommodate the future extension of Main Street.


Materials salvaged from the gin during the demolition process will be repurposed in downtown projects to preserve its history, according to the city.

About the project

Downtown East will create a new city center on about 29 acres of land located at the northwest corner of FM 685 and East Pecan Street.

The city broke ground on Phase 1 of the project Dec. 2, and it includes extending Main Street to FM 685, as well as constructing a new city hall, multigenerational recreation center and a civic plaza.


What’s next

City officials expect the Phase 1 build-out to wrap up by 2026.



Pflugerville rezones 75 acres of agricultural land


Pflugerville City Council approved rezoning about 75 acres of agricultural land to be used for residential, general business and open park space. The site borders the Meadowlark Preserve neighborhood and a Pflugerville ISD property.

The breakdown

The rezoning is now in effect and includes:
  • 50 acres for single-family residential
  • 9 acres for single-family mixed use (townhomes)
  • 3.5 acres for general business
  • 12 acres for park/open space


Incentives approved to bring Sprouts Farmers Market to Hutto


Hutto City Council approved an incentives package July 17 to bring a Sprouts Farmers Market to the corner of Hwy. 79 and SH 130, where a nearly 14-acre retail development is in the works.

What happened

Adam Zimel presented the details of the proposed development on behalf of Endeavor Real Estate at the meeting. The development plans to have Sprouts as its lead tenant.

Endeavor's plans include a 23,000-square-foot building to house Sprouts. Another 24,000 square feet would be dedicated to multi-tenant space, including fast-casual restaurants and other services. The development as a whole would cost around $28 million.


Council voted 5-2 for the city to provide a $875,000 grant to help fund the construction, paid out over three years.

The package also includes a 50% sales tax reimbursement for the fourth through 10th year of the development opening.

Zimel said that Endeavor will also commit to bringing a full-service restaurant to the development. Sprouts will aim for a 2027 opening, according to Zimel.



Epitome proposes industrial development in Hutto

Epitome Development, which owns about 40 acres on SH 130 north of Limmer Loop, presented a vision for the land at a June 24 meeting.

The details

The site sits in the city's extraterritorial jurisdiction, and the development team plans to request annexation into the city.

The proposed Crossroads Business Park involves an industrial complex with multiple buildings constructed over phases.
