Round Rock City Council approved an out-of-city water service agreement for a property in its extraterritorial jurisdiction at its meeting April 10. The site, planned for a new church, is within Round Rock's Certificate of Convenience and Necessity, the geographical area in which the city can provide utility services.

The details

Round Rock provides water to the nearby Williamson County Park, and the property owner will extend the water line across the road for its use. The project will also require a 1.5-inch meter, equal to five living unit equivalents, a representation of the typical water demand produced by a residence or development.

The owner will pay $24,000 in water impact fees based on this LUE.

"This property, being outside the city limits, will pay out-of-city water service, which means they would pay twice the rates of retail properties located in the city," Director of Public Works Michael Thane said at the April 10 meeting.


Joy Alappatt owns the property at 3600 CR 175 in Williamson County. The site is planned to host the St. Alphonsa Syro-Malabar Catholic Church.

What else?

Because the property is not contiguous with city limits, the owner is not required to voluntarily annex into Round Rock.
