Pflugerville City Council approved a $77.6 million construction contract for a city public works complex at its April 8 meeting. Design and bidding for the project are in progress, and the notice to proceed with construction will be issued immediately.

What is it

This contract establishes a guaranteed maximum price, which includes all construction and equipment, with contingencies for unforeseen issues and potential tariff impacts. The $77.6 million contract is $8 million less than the approved budget for the complex.

Preliminary design plans show six buildings, including a 56,000-square-foot main administrative building. Other buildings are designated for supply, storage, vehicle maintenance and fueling.

The site will have space for other city offices as well, including:
  • Assistant city manager’s office
  • Utility billing
  • Streets and drainage
  • Transportation engineering
  • Facilities maintenance
The space will have room for up to 240 public works employees by 2043, Utilities Director Brandon Pritchett said at the April 8 meeting.


Some background

Pflugerville has about 165 public works employees, most of whom work out of the central wastewater treatment plant. Four leased mobile trailers also support the department, costing the city about $210,000 a year, according to city documents.

The facility master plan determined that the facility and mobile trailers are too small to meet the needs of current and future staff.

City Council first began the process of creating a public works facilities master plan in 2018, and approved the plan in 2021. The project gained traction in 2023 with a resolution to issue up to $76 million in bonds for the project in May and an engineering services agreement with Marmon Mok in June.


In 2024, the city entered a CMAR contract with Core Construction in August and rezoned land as the site for the project in October.

What's next

Since approved, construction will begin immediately, with the project expected to be completed by November 2026, according to city documents.
