Hutto City Council passed the final work authorization for the South Wastewater Treatment Plant Expansion at its Nov. 21 meeting. The project will expand the plant’s capacity to six million gallons per day.

The current situation

City Council previously approved two other work authorizations with the construction manager at risk, Archer Western. The third and most recent contract totals $106.8 million, which brings the overall construction costs to a little over $177 million. The city had a budget of $180 million for the project.

Hutto signed off on $90 million for fiscal year 2023-2024 to fund the current construction, as well as $128 million in funding as part of the FY 2024-25 budget.

"We're on very fast schedule here," Jeff Meadows, a project manger with engineering firm Garver, said.



About the project

Hutto broke ground on the plant expansion Aug. 20. When completed, the work will increase the South Wastewater Treatment Plant’s capacity from 2.5 million gallons per day to 6 million gallons per day. Located near CR 134 and FM 1660, the expanded plant will allow for the city to treat the wastewater to Type 1 reuse standards—suitable for irrigation and fire protection.

The city’s contract with Archer includes ten packages to finish out the plant expansion, including:

  • Supply and installation of the yard piping
  • Construction of headworks and primary treatment odor control facilities
  • Construction of primary clarifiers complex
  • Structural fill and concrete for process train area
  • Construction of chemical feed facility
  • Construction of tertiary filter area
  • Construction of sludge handling complex
  • Supply and install all structural and architectural building construction and interior finishes of various areas
  • Install mechanical equipment
  • Final grading, paving sidewalks and site restoration
City officials expect the project to wrap up in late 2026.
