The city of Pflugerville will receive up to $156 million from the Water Infrastructure Finance and Innovation Act following City Council’s approval of a supplemental ordinance to the city’s utility system revenue
About the program
WIFIA is a federal credit program through the Environmental Protection Agency that provides loans for eligible water and wastewater infrastructure projects. Applicants first must submit a letter of interest, then the EPA makes project selection and begins the process to approve those projects.
Pflugerville received a $52 million loan from WIFIA for the Wilbarger Creek Regional Wastewater Treatment facility in 2022.
“We have done this funding in the past and it saves the city a lot of money in interest,” Finance Director Tracy Waldron said at the Oct. 8 council meeting.
Current situation
The city approved a $438 million master loan agreement, which includes the current WIFIA loan, 2022 WIFIA loan, state revolving fund loans and certificates of obligation. The most recent WIFIA loan of $156 million will be paid out Oct. 15.
The funding will go towards the water treatment plant expansion, a Weiss Lane and Pecan Street water line, and a pump station expansion Colorado River raw water line. Funds cover construction, project management, planning, design and other related costs. The estimated completion date for the entirety of the project is late June 2027.
