The wide-ranging District 1 includes a small section of downtown Austin and extends through east Central Austin up into the northeast corner of the city.

Its boundaries were dictated by the need to create a district that had a strong African-American base, according to city documents describing the district mapping process. However, Hispanics represent the majority of District 1 voters—43.2 percent—as opposed to African-Americans, who make up 28.2 percent.

Nonetheless, District 1 has three times more African-Americans than any other Austin district. The same city report also identified District 1 as one of seven "strongly Democrat"–leaning districts.

The district also has significantly more park space—approximately 4,800 acres—than any other district.
