Allen Owen is the projected winner in the Missouri City Mayor race, according to unofficial results. Owen received 69.7 percent—or 3,644 of the votes—with 24 of 24 precincts reporting.
Owen said his top priorities will be to implement the Missouri City bond propositions and continue to increase the city's sales tax base.
"I will continue to work with the major developers and land owners to attract more companies and retailers to our city," Owen said. "I want [Missouri City] to continue being one of the best cities in the U.S."

Unofficial early voting results show Allen Owen in the lead for the Missouri City mayor race. Owen has received 72.43 percent—or 2,354 of the votes—with 0 of 24 precincts reporting.
Allen Owen is Missouri City's 10th mayor and has served in that capacity for 20 years. He has also served on the city's Planning and Zoning Commission and City Council for eight years.
"Our city has aged to a point that there are needs in all [areas] and we must address [these issues] to keep our quality of life moving in the right direction," Owen said.
Owen is challenged by Noel Pinnock. Pinnock has worked in public management for more than 20 years. He received his bachelor's of science and master's of public administration from Texas Southern University.
"Missouri City has grown significantly during my 20 years living in the county," Pinnock said. "We are no longer a small-size city. I want to be one of the leaders that will bring us into the next century."
Mayors serve four-year terms with no term limits.
