Unofficial election results show Williamson County Precinct 3 Commissioner Valerie Covey won re-election May 29.
Covey had 68.88 percent of the votes with all precincts reporting.
"I'm honored to serve in Williamson County, and I'm humbled by the early support," Covey said.
Covey was first elected to the office in 2006 to fill an unexpired term and was re-elected in 2008.
She said her skills as a certified public accountant are an asset to the Commissioners Court.
"I believe those skills are in line with what we need because the Commissioners Court is the executive body of the county, and we make all the decisions on the budget, the tax rate, as well as other financial decisions," Covey said. "I believe it's important, not just the knowledge, but a conservative set of principals that I live by and help me in all my decisions."
Covey said the county has grown 69 percent over the past 10 years and said her experience on the court would help her manage future growth.
However, Windham said the county has not been a responsible steward of the county's growth and said the county has out-of-control debt and has created urban sprawl.
"The top three issues [in the county] are debt, debt and debt," he said. "Debt is associated with sprawl, and sprawl is the development of outlying areas away from urban cores. That causes more taxes because it requires more infrastructure on the part of the county. I think we need to concentrate our development—and I am a developer—in the interior urban areas that are already in the city and not lay that burden on county taxpayers."
Windham owns a real estate brokerage firm and lives in Georgetown.
