Jessica Cisneros had a slight late night lead over incumbent U.S. Rep. Henry Cuellar in the Democratic primary for the 28th Congressional District election night, but vote totals tallied March 2 show Cuellar with the upper hand.

Neither candidate garnered more than 50% of the vote, meaning the race will likely head to a runoff May 24.

As of 11:45 a.m., Cisneros had 23,620 votes, or 45.38%, to Cuellar’s 26.016, or 49.98%. Tannya Judith Benavides came in a distant third with 2,414 votes, or 4.64%.


Cisneros previously challenged 10-term incumbent Cuellar in 2020 for the nomination.

In the seven-way Republican primary for the 28th Congressional District, Cassy Garcia is leading the pack with 5,943 votes, or 23.27% of the vote. The closest candidate to her is Sandra Whitten with 4,648 votes, or 18.2% of the vote, and the likely runoff contender.

The state will hold runoff elections May 24 featuring the top two vote-getters who fall short of the 50% threshold in their respective Democratic or GOP primary. Election results are unofficial until they are canvassed and certified.

Jessica Cisneros has a slight lead over incumbent Henry Cuellar in the Democratic primary for the 28th Congressional District based on early totals.

As of 10:20 p.m., Cisneros had 13,080 votes, or 48.33%, to Cuellar’s 12,752, or 47.11%. Tannya Judith Benavides came in third with 1,234 votes, or 4.56%.

Cisneros previously challenged 10-term incumbent Cuellar in 2020 for the nomination.

In the seven-way Republican primary for the 28th Congressional District, Cassy Garcia is leading the pack with 3,583 votes, or 23.34% of the vote. The closest candidate to her is Ed Cabrera with 2,178 votes, or 14.19% of the vote.


No polling locations are reporting election day results.
