New Braunfels City Council during a regular May 23 meeting approved a plan to contract with Enterprise Fleet Management to facilitate the lease purchase of 30 police vehicles, according to city documents.

The agreement will enable the city to replace aging vehicles quickly and sell those vehicles at an average of 115% above commercial value index through EFM, according to city documents.

Currently 10% of both marked and unmarked police department vehicles are 10 years or older, according to the city. The average age of the fleet is 5.3 years, and it would take 6.68 years to circle the entire fleet at current acquisition rates.

Extended lead times for vehicles due to current demand and supply chain delays are one of the primary reasons the city has sought this partnership with EFM, Police Chief Keith Lane said during the meeting.

The department has recently requested approval for various equipment orders earlier than the typical timeframe for the same reasons, Lane said.


A total of 30 vehicles will be purchased as replacements for older vehicles and to add units. The vehicles will include 27 Chevrolet Tahoes, two Chevrolet Silverados and one Ford Explorer, according to the city.

Lane said EFM provided a replacement plan that would replace all vehicles in the fleet within 10 years and save the city approximately $4.4 million.

The purchase price for the vehicles and necessary equipment will be approximately $1.76 million while the four-year management agreement with EFM will be $21,095.64.

In total, approximately $1.78 million will be incorporated into the Fiscal Year 2023 Equipment Replacement Fund Proposed Budget to cover the lease purchase, according to the city.
