A developer of proposed Parmer Ranch Trails, a mixed-use project coming southeast of the intersection of Parmer Lane and Ranch Trails Court in Cedar Park, is accelerating plans for the project’s office portion.

The development was originally slated to include 2-story shops and restaurants in its first phase, with offices added in the project's second phase, said Phil Brewer, the city's economic development director, on Dec. 17. However, one of the project’s development partners, Riverside Resources, found a tenant who wants to relocate earlier into one of the proposed office buildings, he said.

The $5 million office building would include two stories and about 24,000 square feet, Brewer said.

“This project does have a positive economic impact on the community, with the relocation of a regional headquarters for a commercial contractor,” he said. “That’s going to bring 75 new jobs into our city that have an average salary of $80,000.”

Brewer did not name the contractor. He said the company would occupy half of the building, which will be located on 2.48 acres—part of the 25.73-acre Parmer Ranch Trails project.

To incentivize the office building portion of the development, Cedar Park City Council approved a resolution Dec.17 to reimburse the office developer up to $413,000 in infrastructure construction costs. Brewer said the amount represents about half of a potentially reimbursable costs for new infrastructure, which includes roads, sidewalks, drainage and utilities on the site.

Funds for the reimbursement would come from the Cedar Park Economic Development Corporation, of 4A Board which can provide incentives using one-quarter of the city’s 2-cent sales tax. The 4A Board approved the reimbursement agreement on Dec. 9.

To qualify for the reimbursement, Riverside must complete the infrastructure according to city codes and obtain a certificate of occupancy for the office building by May 31, 2017. The 4A Board would then issue half of the total reimbursement to Riverside—$206,500— within 45 days. The board would issue the other half of the reimbursement within another 45 days.

Brewer said the new office building would also generate 25 indirect jobs within Cedar Park.

On Jan. 22, 2015, the council approved final rezoning of a planned development for the then-unnamed project. Three developers are involved with Parmer Ranch Trails: Riverside will build the hotel and offices; Capital City Partners will build restaurants and shops; and The NRP Group will build three apartment complexes with about 500 luxury units.

As a planned development, the project is subject to specific allowed uses and architectural standards such as similar color tones and masonry. A planned development also includes limited parking and shopping entrances as well as an emphasis on green space and trails.
