Leander City Council may adopt temporary access management standards
Leander City Council voted unanimously Nov. 1 to approve the first reading of an ordinance modifying the city's regulations on access management.
The city’s current access management policy, adopted in March 2017, states that lots next to arterial roads, or high-capacity urban roads like US 183 or Crystal Falls Parkway, cannot have driveways onto arterial roads. Developers must instead provide access via a lower class street or backage road.
After hearing input from developers earlier this year, the council took steps to address the policy Sept. 6 when it issued requests for proposals for a transportation professional to work on a new access management policy.
The ordinance discussed Nov. 1 will serve as a temporary measure until the consultant’s work is done. The temporary policy adopts the Texas Department of Transportation’s standards for access point spacing, which regulates how far apart access points must be from each other based on the speed limits of arterial roads.
The spacing guidelines are as follows, with some conditions, according to
city documents:
- Less than or equal to 30 mph = 200 ft
- 35 mph = 250 ft
- 40 mph = 305 ft
- 45 mph = 360 ft
- Greater than or equal to 50 mph = 425 ft
The ordinance will face final consideration Nov. 15.
