Infrastructure for the core area of Leander’s transit-oriented development district, or TOD, could cost over $78 million once complete, according to city estimates.

The city of Leander created the TOD in 2005 to encourage pedestrian-friendly development, and the district now features Capital Metro’s Leander train station with St. David’s future hospital and Austin Community College’s San Gabriel campus coming soon.

The area analyzed by city staff for infrastructure costs is the center of the TOD, the area west of Toll 183A, east of US 183, north of Hero Way and south of San Gabriel Parkway, Assistant City Manager Tom Yantis said.

Using information from property owners and recently bid city projects, the city determined potential infrastructure costs for the area to total approximately $78,138,661.31 once built-out, according to Leander documents.

“I will just caution that this is a rough estimate,” Yantis said. “When it comes up with as a bottom line is that it would cost $78 million to build out all of those infrastructure components in that area.”

This infrastructure components in the estimate include:

  • street and drainage

  • sidewalk

  • lighting

  • sewer

  • water

  • street trees and landscaping


The estimate does not take into account the following infrastructure:

  • regional detention and water quality facilities

  • traffic signals

  • off-site drainage conveyance

  • electric, gas and other dry utilities

  • civic spaces, street furniture and other amenities
