Cedar Park council approves incentives for Comprehensive Healthcare Management

A new health care billing company in Cedar Park will receive $85,000 in city incentives after Cedar Park City Council approved an incentive agreement March 24.

The council approved the incentive agreement for Comprehensive Healthcare Management, or CHM. The company is a new partnership between two existing companies, Apex Billing & Medical Practice Management and Landmark Cancer Centers. CHM would handle the building of 12 cancer centers throughout Arkansas, Oklahoma and Texas, and future planned facilities, including two in Arizona, said Phil Brewer, Cedar Park director of economic development.

The incentive funds will come from the Cedar Park Economic Development Corporation, or 4A Board. The 4A Board can use one-quarter of the city’s 2-cent sales tax to propose economic incentives for companies. The council then approves the incentive agreements.

To receive the city incentive, CHM must sign a five-year lease at a 6,000 square-foot office space on Cottonwood Creek, to be used as the company’s headquarters. CHM would then receive $15,000 of the city’s incentives by June 30. The company must hire half the workforce—25 employees for a $1.2 million payroll—by Oct. 1 to receive $35,000. CHM must hire another 25 employees with $1.2 million payroll by Oct. 30, 2017 to receive the final $35,000 payment.

Brewer said CHM’s employees will earn average salaries of $40,000 to $42,000.

“These are not some of the jobs we [on city staff] are normally going after—these high-paying, high-tech jobs,” Brewer said.

CHM employees may have GEDs or associate’s degrees, unlike high-earning employees, he said.
