Up to five new homes could be built in West Lake Hills pending the sale of a 2.46-acre tract of city-owned land.

West Lake Hills City Council members discussed a draft version Wednesday of a request for proposals for the sale, which involves property at 110 Westlake Drive. Council members provided input on the draft and will review the matter again June 13 for a possible vote.

The council voted Feb. 18 to sell the land for residential use. After the vote, Mayor Linda Anthony asked city staff to gauge what kind of lots and other building stipulations would be consistent and compatible with the existing neighborhood.

Council members agreed on $1.4 million minimum bid for the property. They also decided to mandate a single driveway and require developers who submit proposals to include how they plan to minimize negative effects on existing trees. Traffic impact, noise and light levels are also elements that will be considered in developers’ proposals.

There will be a maximum of five new homes allowed and all utilities will be required to be underground.

Anthony suggested creating a requirement to maintain consistency with construction materials since the homes that would potentially be built on the property would be located close together.

“I’m not saying they have to all be exactly the same,” she said, “but they should all use masonry construction. Stipulating masonry appeals to me because of fire safety, and it's low maintenance and natural. It’s also still flexible (design-wise).”

City Administrator Robert Wood suggested potential developers be required to include a rendering of what future homes might look like along with a site plan, with the expectation that the homes and site plans for the property would blend together well.

Anthony said after council members finalize the request for proposals in June, the project will most likely remain open for proposal submissions until October.

After that, the Council will spend several weeks reviewing the proposals, post them online for the public and hold another town hall meeting.
