Harper-Madison received 53% of the vote, which put her above the 50% threshold to avoid a runoff.
Harper-Madison raised the most money at $157,122, followed by Ramos at $12,771, according to campaign finance reports.
Harper-Madison has represented the Northeast Austin district on council for one term after winning a runoff election in 2018 with more than 70% of votes.
All election results are unofficial until canvassed.
All Austin City Council election winners will be sworn in Jan. 6.
