Leander City Council will discuss temporarily lowered utility fees and rates, potential public bond refinancing, a continued disaster declaration and other issues at its April 16 meeting.

Council will meet by teleconference. The regular meeting will begin at 7 p.m., and the public may watch the video stream online.

Council will consider setting a public hearing about the intention to refinance Leander's 2014 Texas Special Assessment Revenue Bonds, which would save about $7 million with refinanced bonds, according to city documents.

Council will also consider temporarily reducing utility fees for late payments, late payment interest and reinstatements for city water and sewer customers. Fees would be amended as follows, according to the agenda:

  • Late payments will be charged penalties for $50 or greater balances instead of $10 balances.

  • Late payment interest will be reduced to 2% and not less than $2 instead of 10% and not less than $10.

  • The reinstatement fee will be reduced to $25 for accounts with at least $200 in balance instead of $40 for a balance of $50 or more.


The resolution aims to give financial relief to Leander customers during the coronavirus pandemic. Since late March, the city has suspended late penalties and shutoffs for water and sewer customers, according to the agenda.

Temporary reduced rates for future Rancho Sienna customers will also be considered. These customers will become Leander water customers June 24, according to the proposed resolution.




New out-of-city rates were estimated to double Rancho Sienna customers’ bills, but council will consider postponing rate increases by charging existing Georgetown water rates of $2.40 per 1,000 gallons.

At the meeting, council will make initial approvals for its COVID-19 Emergency Grant Program. Council will also consider extending the disaster declaration, which follows the city of Austin and Travis County announcement to extend the ongoing stay-at-home order through May 8.
