Some background

The Comprehensive Plan helps guide officials on policies related to development and the enhancement of the city, while also keeping in mind future growth, Guerra said.

According to the city’s website, comprehensive planning is an all-inclusive approach to addressing a community’s future growth and change, guiding officials with topics ranging from land use to preservation of natural resources and historically significant land and structures, as well as planning for infrastructure needs.

The plan also address issues related to schools, transportation, housing and public facilities.

Though Bastrop currently has a Comprehensive Plan—which was adopted in 2001—it needs to be updated as the city grows.

Based on the latest information released by the U.S. Census Bureau, the area has seen a 21% population increase between 2019-23.

"We currently sit at about a 14,000 resident population, but we're expected to have 20,000 by [2029],” said City Manager Sylvia Carrillo-Trevino at the Bastrop Regional Business Summit on Nov. 13. “That's a 42% percent population growth in just four short years.”
