Updates to the Allen Land Development Code include changes related to manufactured homes and food trucks.
Allen City Council approved an update to the city’s land development code to comply with two legislative bills at a July 28 meeting.

The Allen Planning and Zoning Commission recommended approval of these changes at its July 7 meeting.
The ALDC is amended a few times each year due to policy changes, new legislative bills and to correct minor errors, Senior Planner Nabiha Ahmed said.
The first change is proposed to comply with Senate Bill 785, which was passed by the 89th Texas Legislature in 2025. The change would allow manufactured homes compliant with the U.S. Department of Housing and Urban Development's code to be developed on land that is at least 1 acre in size and zoned for agriculture and open space uses without a special use permit, according to Ahmed’s presentation.
“We’re also taking the opportunity to clean up some definitions for manufactured homes,” Ahmed said.
Manufactured homes and manufactured housing units will now be synonymous with manufactured home-HUD code, per Ahmed’s presentation.
Also of note
The next change is to comply with House Bill 2844, which determines how municipalities can and cannot regulate mobile food establishments, Ahmed said.
Cities can no longer regulate:
- Health permits and inspections
- Distance to a restaurant
- Operating hours
Cities can still regulate:
- Land use permissions, such as not allowing a food truck in a fire lane or easement
- Location by zoning district
- Requirement for mobile food trucks to hold a state-issued permit
One more thing
The final change to the code is to correct a minor error, getting rid of a duplicate bullet point, in Allen's Downtown District Ordinance, Ahmed said.
