The Allen Land Development Code could see changes related to manufactured homes and mobile food establishments.
In a 6-0 vote, the Allen Planning and Zoning Commission recommended approval of an update to the city's land development code to comply with two legislative bills at a July 7 meeting.
The specifics
Two of the proposed code amendments are related to legislative changes, and the third is to correct a minor error, Senior Planner Nabiha Ahmed said.
The first change is proposed to comply with Senate Bill 785 which was passed by the 89th Texas Legislature in 2025. The change would allow manufactured homes compliant with the U.S. Department of Housing and Urban Development's code to be developed on land zoned for agriculture and open space uses without a special use permit, per city documents.
“Staff feels that this is the most suitable district to satisfy this bill,” Ahmed said.
City officials are also proposing changes to comply with House Bill 2844, which determines how municipalities can and cannot regulate mobile food establishments.
“The city cannot issue any health permits for mobile food trucks, as well as doing any inspections,” Ahmed said. “Everything will be done by the state.”
In addition, the city can no longer require any distance requirement between a restaurant and a mobile food establishment, per city documents.
The city can:
- Regulate land use permissions, such as not allowing a food truck in a fire lane or easement
- Determine location by zoning district
- Require mobile food trucks to hold a state-issued permit
The final proposed change to the code is to correct minor errors in Allen's Downtown District Ordinance, such as text modifications and updating photos, according to city documents.

These updates to the city's land code will go before Allen City Council for final action at a July 28 meeting, commission Chair Dan Metevier said.
