Tomball City Council adopted an unchanged property tax rate for fiscal year 2026-27 as the city moves forward with debt to fund water and wastewater infrastructure projects.
The council voted unanimously Sept. 8 to adopt a tax rate of $0.3409 per $100 valuation, the same rate as the previous year.

The rate includes $0.1857 for maintenance and operations and $0.1551 for debt service.
Although the overall rate remains the same, property owners could see changes to their tax bills depending on taxable property values and exemptions. The adopted rate is above the city’s no-new-revenue rate of $0.3296 per $100 valuation.
City budget documents estimate a home with a median taxable value of $360,803 would have a city property tax bill of about $1,230 under the adopted rate. That compares with an estimated $1,174 tax bill on a median taxable value of $344,235 the previous year.

The tax rate comes as Tomball prepares to take on additional debt for major utility projects.
During its Sept. 21 meeting, the council approved the final reading of an ordinance authorizing the issuance of combination tax and revenue certificates of obligation.
Preliminary financing documents identified about $31.67 million in certificates of obligation, with the final amount dependent on the bond sale.
The funding will go toward water and wastewater improvements, including the expansion of the South Wastewater Treatment Plant and improvements at the East Water Plant.
The wastewater treatment plant expansion is part of the city’s efforts to increase treatment capacity as Tomball continues to grow.
With the tax rate remaining flat, the city will use a combination of property tax revenue, utility revenue and debt financing to cover operations and planned infrastructure projects in the upcoming fiscal year.
