Harris County Emergency Services District No. 11 is slated to approve its tax rate for the upcoming fiscal year, according to agenda documents for the Oct. 27 regular meeting.
ESD 11 is the governing body responsible for providing emergency medical services throughout the district, which spans 177 square miles of north Harris County.
The gist
The board will hold a public hearing on the property tax rate, after which board members are expected to vote on the slight increase.
The board will consider a tax rate of $0.039072 per $100 in home valuation, which will cost a median-valued homestead $124.05 next year. The rate is calculated based on a median homestead value of $317,484, according to a taxpayer impact statement. ESD 11 Chief Financial Officer Tony Farmer previously said the increase is estimated to add $2.74 to the average homeowner’s property tax bill compared with the previous year.
The five-member ESD 11 board of commissioners unanimously voted to advance its proposed budget and tax rate for final approval during its Sept. 22 meeting. The board voted after commissioners declined to discuss the items.
Also on the agenda
The board is expected to receive a report on the potential development and sale of the remainder of the administration property, where ESD 11’s leadership is headquartered. The report will include the design of a public water and sewer system for the property, per agenda documents, after which the board can take action.
Commissioners will also hear a presentation on the district’s annual comprehensive review report. The annual report presented in October 2025 covered “the district’s assessed valuation and development trends, population projections and property account verifications,” according to previous meeting minutes.
