Spring-Klein residents could see an increase in property taxes from Harris County Emergency Services District No. 11, according to meeting agenda documents.

The five-member ESD 11 board of commissioners unanimously voted during its Sept. 22 meeting to advance its proposed budget and tax rate for final approval. The board voted after commissioners declined to discuss the items.
ESD 11 provides and governs emergency medical services for the district’s residents and visitors. Property taxes and patient services fund ESD 11, according to the proposed budget.
The proposed tax rate of $0.0391 per $100 of home value is equivalent to $124.05 annually for the average household, according to a taxpayer impact statement. ESD 11 calculated the rate based on a median-valued homestead cost of $317,484.
The increase is estimated to add $2.74 to the average homeowner’s property tax bill compared with the previous year, ESD 11 Chief Financial Officer Tony Farmer said. Although ESD 11 has seen an overall tax rate increase during the past five years, the district previously had a slight rate decrease from FY 2024-25 to FY 2025-26, according to ESD 11 data.
The proposed rate sits at the voter-approval rate, Farmer said, which is the largest amount the district can tax without sending the increase to the November ballot for voters to consider.
“This is the highest rate we can levy without subjecting [ESD 11] to a rollback,” Farmer said.
The board set a public hearing on the proposed budget and tax rate during its Oct. 27 meeting, after which it could adopt the budget and tax rate. The upcoming fiscal year for ESD 11 begins Jan. 1, 2027.
Some context
The increase could come as Harris County residents are already set to have a steeper tax bill.
In September, the Harris County Commissioners Court voted 3-1 to approve a 7.6% tax rate increase. The average homeowner is expected to have $193 added to their property taxes for the upcoming fiscal year, which begins Oct. 1.
Spring ISD will seek voter approval for a property tax rate increase during the Nov. 3 general election, asking voters to consider an increase of about $55 annually. The increase would go toward teacher and staff compensation, student programs and services, transportation and utilities, among other things.
The Klein ISD board of trustees indicated in June that it would maintain the current tax rate of $1.0119 per $100 of property value. The board is expected to vote on the rate in October, after it receives verified property values from the Harris Central Appraisal District, according to a June taxpayer impact statement.
