Lower Seguin Road and FM 1518 construction has begun in the cities of Schertz and Cibolo, causing closures on major thoroughfares for each city.

Construction on FM 1103 has been stalled since last July, with an expected restart date in the fall. Here is the latest on the three projects.

FM 1103 construction expected to resume in the fall

Since last July, the FM 1103 project has been at a standstill as the Texas Department of Transportation works through conflicts with utilities and telecommunication lines.

TxDOT Public Information Officer Tanya Brown said in an email the organization is working to finalize plans for construction, with work expected to resume in the fall.


Brown said the plan is undergoing revisions, including sound wall utility conflict protections, which enable installed utilities to remain in place and continue service. The final revisions for this plan are expected to be completed this summer.

With the delays, Brown said the new design will include all phases, and the new construction timeline will be submitted by the contractor.

The full project will include the expansion of FM 1103 from a two-lane road to a four-lane road with bicycle lanes and sidewalks.

The first phase from I-35 to Rodeo Way broke ground in November 2022. Cibolo City Council on May 28 authorized the city manager to sign an advance funding agreement in the amount of $3.4 million for the second phase of the project, from Rodeo Way to FM 78.


Updates to the estimated start date and completion time for the project will be available following the submission of the new timeline from the contractor.



Lower Seguin Road construction begins in Cibolo

The city of Cibolo has begun work on the Lower Seguin Road project, which will be completed in three phases over the course of the summer.


In January, the city of Cibolo and Guadalupe County entered an interlocal agreement for the reconstruction of Dean Road, Bolton Road and Lower Seguin Road.

Lower Seguin Road is the final project of the reconstruction package, with sections of the road closed as of June 10.

Construction of the roadway will be completed over three phases. The first phase will have closures from the low-water crossing to Weir Road and from Weir Road to the southern portion of Haeckerville Road.

During the closure, traffic will be detoured through the southern portion of Haeckerville Road to FM 1518.


According to the city website, this construction phase is expected to be completed around July 12.



Construction on FM 1518 in Schertz underway

Construction on FM 1518 began on June 20. This $73 million project will increase mobility and safety by expanding the roadway to a four-lane corridor with a raised median.


The project will also include a 10-foot-wide shared-use path on the east side of the roadway and a 6-foot-wide sidewalk on the west side for bicycle and pedestrian access.

Construction will be completed over four phases, with the completion of all phases expected for 2028. The first phase will focus on utility upgrades and improvements to the intersection at FM 1518 and FM 78.
