Universal City City Council unanimously approved an update to its Vision 35 Comprehensive Plan on Nov. 18.

The update replaces the city’s 2018-2022 Comprehensive Plan, according to the meeting presentation.

What is it?

A comprehensive plan is a long-range planning document city leaders can use as a tool to make decisions that will impact the whole community, according to the presentation.

In a nutshell


The Vision 35 Comprehensive Plan update is comprised of three primary components:
  • Future Land Use Map
  • Goals and policies
  • Implementation plan
Regarding land use, the community showed strong support for mixed-use redevelopment, and voiced a need for senior and workforce housing options. Public feedback also indicated a desire to revitalize Pat Booker Road, according to agenda documents.

With transportation, the community expressed concerns with traffic congestion on Pat Booker Road, and supported intersection and signal upgrades.

The Universal City community also expressed a need to diversify businesses to attract higher-wage jobs and strategically redevelop underutilized areas. Water and wastewater system reliability was also identified as a top priority. The community also showed an interest in a dedicated senior center/multipurpose indoor community center, according to agenda documents.

“This is not a Bible; this is a plan that is designed by the citizens of Universal City that we’re going to be using to move forward with,” Mayor Tom Maxwell said.

The council also directed city staff to facilitate a council workshop to prioritize short-, mid- and long-term implementation actions.
