In a 5-1 vote, Cibolo City Council approved a $3.1 million contract with D&D Construction for Fiscal Year 2025 Street Maintenance Package 2 on July 8 which will fund the reconstruction of Firebird Run, Silver Wing and Town Creek Road.

Council member Norma Sanchez-Stephens was the lone dissenting vote.

What’s happening?

The three streets will be reconstructed using Fiscal Year 2025 Certificate of Obligation Bonds, according to agenda documents. D&D Construction’s bid came in over $600,000 than the next lowest bid for the project. Also bidding on the project were Bennett Paving, E-Z Bel Construction, J3 Company and JP Paving.


What the council is saying


Though voting to approve the project, council member Joel Hicks said there needed to be extra accountability with D&D, pointing out issues with the contractor on past projects such as work on Deer Creek Drainage and Dean Road.

“I [have] to question who’s actually looking over these with a fine tooth comb. This body up here, we are the ones that are accountable to our citizens, being fiscally responsible with their taxpayer dollars,” Hicks said.

Next steps

Public Works Director Julio Gomez told Community Impact that construction will begin in mid-August and will take roughly nine months to complete, or in May 2026.
