The city of Cibolo will change its service provider for solid waste and recycling services later this year.

At the April 8 Cibolo City Council meeting, the council approved a 5-year term and one 5-year extension term with Waste Connection of Texas. Services are set to begin after the expiration of the current agreement with Republic Services of San Antonio on July 28, according to agenda documents.

The big picture

Waste Connections of Texas was one of five bids for services, with others bids submitted by Republic Services, Frontier Waste Solutions, Waste Management and Texas Disposal Systems, Inc., according to agenda documents.

Cibolo last granted a 10-year franchise agreement for services with Bexar Waste, later known as Republic Services of San Antonio, on July of 2015. The city initially entered into a franchise agreement with Bexar Waste in November of 2006, according to agenda documents.


City staff evaluated each bid in 10 different areas, including competitive cost, safety performance and experience providing solid waste and recycling services to like-sized cities. Out of 100 available points graded in these categories, Waste Connections of Texas scored highest with 88.25, followed by Republic Services with 87.12, agenda documents state.

Looking ahead

The financial impact of the franchise agreement will be presented to council in May as part of approving the ordinance selecting Waste Connections of Texas, according to agenda documents.
