The city appointed Elizabeth Taplin as the new People & Performance Director, and Julio Gomez as the city’s Public Works Director, according to a news release.

Taplin’s role with People & Performance, also known as the Human Resources Director, is tasked with enhancing the city’s workforce strategies and organizational cultures, the news release states.
Taplin held a similar position for the city of Pflugerville and currently serves as Manager of Agency Operations and Employee Services with the Texas Legislative Budget Board. Taplin was selected due to his expertise in HR, program development, policy design and organizational culture, the news release states.
“Serving the employees and leadership at the city of Cibolo as HR Director has been a dream job of mine for several years now,” Taplin said. “I am excited to jump into the hard work the People and Performance Department team is doing and to support the strategic vision of the City Manager’s Office and the City Council.”
Gomez’s selection as Public Works Director serves as a promotion, as Gomez has been the city’s Capital Improvement Projects Manager since December 2023.
Gomez has over 22 years of public works experience, including work with the City of San Antonio and the San Antonio Water System.
“I am honored to step into this role and continue serving the city of Cibolo,” Gomez said. “Public Works plays a vital role in maintaining and improving the city's infrastructure, and I look forward to working alongside our dedicated team to ensure efficient and high quality services for our residents.”
