After 45 years of public service, including two stints totaling 22 years with the Live Oak Police Department, Hopper will officially retire effective Oct. 31.
According to a proclamation recognizing Hopper, he began his career with Live Oak in 1979, working until 1993 before leaving the community. Hopper returned in 2016 as the assistance chief of police and became police chief in 2022.
“This is a special city, it means a lot to me,” Hopper said. “It has always meant a lot to me, and I will always be here in spirit.”
Moving forward
Assistant Police Chief Michael Fratus will be promoted to police chief effective Nov. 1, according to an Oct. 25 news release.
Fratus brings over 22 years of law enforcement experience, and joined the Live Oak Police Department in 2023.
With the promotion of Fratus, Jesse Barela will be promoted to assistant chief of police. Barela began his career with Live Oak in 1991, serving as a detective, sergeant and lieutenant.
