The Judson ISD board of trustees on Oct. 17 approved an extension of the superintendent contract.

Under this extension, Superintendent Milton “Rob” Fields III has a contract with the district until June 30, 2028.

The context

Fields became the superintendent in May 2023 after the board approved a three-year contract. The contract extension does not come with a pay increase, according to the motion made by trustee Debra Eaton.

On Oct. 9, trustees held a special meeting to approve a four-year scorecard that highlights areas of improvement for the district.


Trustees José Macias and Laura Stanford and board President Suzanne Kenoyer said the superintendent contract extension would bring stability for the district and allow Fields and his team to execute the goals established in the scorecard over the next four years.

What they’re saying

Trustee Monica Ryan was the only trustee to vote against the extension, with her primary concern being the timing of the extension.

“We are only 17 months into a 38-month contract, and we haven’t received any of our normal reports that we get from what will be the first academic year that we are going to evaluate our superintendent off of,” Ryan said.


Reports Ryan mentioned that were missing include the Texas Academic Performance Report, financial audit, enrollment snapshot, staff survey, student and family survey, and other reports.

Macias commented on this point, saying the district continues to be data-driven, and the board will continue to hold staff accountable for things like turnover rate.

“We’re not operating in a vacuum without some measure of data,” Macias said.

Going forward


While the contract was extended until 2028, the board will continue to have superintendent evaluations and assessments.

Fields said he believes the district is on the right track to improvement with the creation of the comprehensive scorecard.

“We’re confident that we are going to do better than probably what we have on that scorecard,” Fields said. “But it has to be comfortable to know that this is the team that is going to take us there.”
