The overview
Texas Transportation Commission Chair J. Bruce Bugg Jr. led the ribbon-cutting ceremony and was joined by Sen. José Menéndez, TxDOT Executive Director Marc Williams, Bexar County Judge Peter Sakai and TxDOT San Antonio District Engineer Charles Benavidez.
Open to traffic at 2 p.m., the flyover ramp will provide an easier connection for drivers heading eastbound on Loop 1604 toward westbound I-10.
“This milestone signifies major progress as part of our work on the Texas Clear Lanes initiative to improve mobility and tackle congestion on the most congested corridors in the state,” Bugg said.
The flyover ramp is part of Segment 2 of the expansion project, which includes $463 million of improvements to Loop 1604 and the I-10 interchange. The project will transform the interchange into a five-level roadway for improved connectivity and mobility.
Segment 2 of the Loop 1604 North Expansion began construction in late summer 2022 and is expected to be completed in 2027.
The background
The Loop 1604 North Expansion project is designed to improve mobility and reduce congestion along 23 miles of Loop 1604 from SH 16 to I-35.
Improvements include:
- An expansion of the main lanes from a four-lane expressway to a 10-lane expressway
- High-occupancy-vehicle lanes in each direction
- A multilevel interchange at the I-10 interchange
- An innovative intersection at Blanco Road
- Bicycle and pedestrian paths along the frontage roads

TxDOT is scheduled to open multiple segments in 2025.
Improvements scheduled to open in 2025 include:
- Segment 1, stretching from SH 16 to I-10, is scheduled to open by early 2025
- Segment 2, consisting of the Loop 1604 and I-10 interchange, is scheduled to have additional flyover ramps opening in 2025
- Segment 3, stretching from from I-10 to US 281, is scheduled to be completed by the end of 2025
