Located at 4710 Highway 151, San Antonio, the campus consists of 11 buildings that house administrative offices, treatment and holding facilities, and operating rooms.
Prior to the vote, District 2 council member Jalen McKee-Rodriguez said the project will give ACS the proper resources it has lacked.
"I was proud to champion this hospital because we know that the needs of ACS are great, and when they don't have the resources that they need to perform the work our community expects and needs, it is a detriment to morale, to trust and to community safety,” Rodriguez said. "I look forward to a groundbreaking, and I look forward to all of the good that will happen as a result of this item today."
The project includes:
- Administrative offices
- Surgical suite with specialty operating rooms
- Central treatment wing with X-ray
- Animal holding rooms and kennels
- Laboratory testing room
- Over-the-county spay and neuter clinic
- Field operation intake and triage centers
- Surgical drop-off area
- Field operation intake driveway
- Foster drop-off driveway
- Generator and docking station
- New utility connections

Construction is estimated to begin in winter 2026 and be completed in fall 2027. The city will also offer an incentive payment of 2%-10% if the project is completed before the proposed scheduled end date.
