The Guadalupe County Commissioner’s Court on Sept. 3 approved the fiscal year 2024-25 budget and tax rate.

The gist

The Commissioner’s Court approved a tax rate of $0.3167 per $100 valuation, which is a decrease of the FY 2023-24 rate of $0.3231 per $100 valuation.

While this is a decrease in the overall rate, property owners may see an increase to taxes paid due to the increase in home appraisal values.

Data within the budget shows the property tax increase to be around 2% over the no-new-revenue rate, which is the rate at which the county would make the same revenue as the FY 2023-24 rate.




The rate will support a budget of around $167.84 million in expenditures and $151.73 million in revenue, according to the proposed budget.

Budget explained

According to the budget, around $855 million of new property value was added for FY 2024-25, bringing the total taxable value to around $22.28 billion. The new tax rate will generate around $4.4 million more than the FY 2023-24 rate, which is a 6.5% increase.




The budget includes raises for employees and funding for capital improvement projects such as:
  • Elections office improvements
  • Schertz Annex improvements
  • Justice of the Peace and Constable improvements
  • Precinct 4 in Marion improvements
  • Animal Control Division improvements
  • Emergency Operations Center/warehouse
  • Emergency Response Center
Additional funds for road construction, flood and drainage study, and a master plan of more than 160 acres are included in the budget.

The budget and tax rate will go into effect starting Oct. 1.
