River City Refillery is slated to open at 2165 Gabriels Place, Ste. 1101, in July.

The business—owned by Kelley Pacillas—looks to reduce plastic waste and increase the use of non-toxic home goods by giving customers the ability to refill their items using glass jars and other reusable containers brought from home.

“Our mission is to make low-waste, ingredient-conscious living more accessible to local families,” Pacillas said in an email to Community Impact.

Pacillas said she wanted to open a refillery business in New Braunfels because she saw a need.


“The concept doesn’t exist yet in New Braunfels,” she said.

Digging deeper

The locally-owned refillery will sell non-toxic, eco-friendly shampoo, conditioner, hand soap, cleaners, lotions and more.

Customers will be able to "refill" their current household products with more sustainable options that River City offers. River City Refillery will also sell tea extracts, oils and other all-natural home remedies. Each product will also have each ingredient listed for every product sold, Pacillas said.


A proprietary safety scale will categorize the products offered by the refillery, ranking them from 1 to 10, with the latter being the safest.
