Universal City’s City Council awarded a five-year contract to Frontier Waste Solutions for solid waste services during a regular meeting March 17.
The overview
Frontier Waste Solutions will provide trash services twice a week and recycling services once a week. The waste disposal company will also provide bulk and brush pickup once a week and household hazardous waste pickup once a week. The city will pay a monthly fee of $306,628 to Frontier Waste Solutions, totaling about $3.67 million annually for services, City Manager Kim Turner told Community Impact.
Universal City’s current waste service provider is WM, previously known as Waste Management. The contract with WM expires Aug. 1. The current monthly trash service rate residents pay is $28.07. With Frontier Waste Solutions, residents will pay $26.75 plus $1.10 for hazardous waste services, for a monthly rate of $27.85.
The new contract increases the brush and bulk services the city receives. Currently, the total volume offered to each home is 24 cubic yards of annual capacity collected on a quarterly basis, according to a presentation by R. L. “Lynn” Lantrip, a consultant with Solid Waste Specialists. The new contract allows for 208 cubic yards of annual capacity to be collected weekly.
“The faster brush and bulk gets out of a town, the cleaner the town stays,” Lantrip said.
How it happened
City Council approved a consulting contract for municipal solid waste services with Solid Waste Specialists in November. The contract includes a timeline, milestones for requests for proposals, or RFPs, proposal evaluations by a judging committee and contractor selection, according to agenda documents.
A judging committee composed of seven members reviewed the RFPs by evaluating the written proposals and proposed rates for services. The committee also conducted in-person interviews, agenda documents state.
What else?
Frontier Waste Solutions will begin serving the city Aug. 3. The contract, which ends July 31, 2031, can be extended for two 2-year terms, according to agenda documents.
City staff will work with Frontier Waste Solutions to work out routes and trash pickup dates, Turner told Community Impact.
