The waterline project is estimated to cost around $2 million for both construction and engineering services, with construction expected to begin in the summer. The entire reconstruction project is estimated to cost around $4.9 million, according to the city's website.
How we got here
Dietz Elkhorn reconstruction will enhance drainage and add 5-foot shoulders on both sides to create safer, more accessible routes for pedestrians, cyclists and golf carts.
In May 2025, City Council approved a development agreement for a new waterline installation beneath Dietz Elkhorn Road to extend to the Corley Tract near Fischer's convenience store.
To coordinate with the waterline installation, the Dietz Elkhorn Road Reconstruction Project, originally planned for late summer 2025, was rescheduled to 2026.
Looking ahead
The design, preparation and permitting phase of the project is planned to take around three months to complete. The waterline and road construction projects are expected to break ground this summer, Grant Watanabe, director of public works and engineering services, said.
City Council asked about the potential of the developer defaulting on the agreement and whether the city would need to cover costs in that scenario.
City Manager Scott Huizenga said in that instance, the city would revisit the plans to decide whether to complete the entire project as planned or to reduce the scope of the project to leave out the waterline.
“We will have that choice,” Huizenga said. “That is the best part of this agreement, that we will be able to make a fully informed decision on whether or not we want to proceed.”
If any changes need to be made to the project, the decision will be brought back to City Council before going out to bid on the project.
