The repair would include a mill and overlay alongside improvements to address significant potholes and deterioration. Fair Oaks Ranch City Council on Dec. 4 approved funding for the project.
What’s happening?
Through an interlocal agreement, or ILA, Bexar County became responsible for two-thirds of the construction cost, while the city was left accountable for the remaining third.
The total project cost is around $617,647, including a 5% contingency. The city’s share of the project is $205,882.
Upon completion, Fair Oaks Ranch will assume long-term maintenance of the roadway segment. Before the city can assume maintenance, the city of San Antonio would need to take formal action to release the road to Fair Oaks Ranch.
Bexar County commissioners are expected to consider the ILA on Feb. 17, and construction is scheduled to begin in March or April. Grant Watanabe, director of public works and engineering services, said he anticipates the construction taking four to six months to complete.
The background
In January 2024, Bexar County informed Fair Oaks Ranch that the city would cease maintaining the section of Old Fredericksburg Road between I-10 and Dietz Elkhorn Road.
According to the meeting agenda, the county’s position was that this section of road should have been annexed in 2017, following the city’s annexation of neighboring areas.
However, city staff discovered that the roadway and properties to the west of the road were within the jurisdiction of the city of San Antonio’s extraterritorial jurisdiction.
With this discovery, the city manager in June 2024 sent a letter to Bexar County Commissioner Grant Moody proposing a cost-sharing agreement for road repairs and maintenance, the Dec. 4 agenda states.
