The expansion of Corley Road was approved by Kendall County Commissioner’s Court on April 8 after being denied in January.

The road expansion was originally denied in a 4-1 vote with Commissioner Jennifer McCall voting against the project due to the lack of information. In February, Boerne ISD trustees approved a resolution advocating for the court to reconsider the approval of the expansion.

Following conversations with all affected parties, changes were made to the original proposal and the revised version was approved by county commissioners.

The update

In the original project proposal, a section of the Corley Road was planned to be abandoned and split between the developer and the land owner along Corley Road.


McCall said the abandonment of property to the land owner may have required the land owner to replat the property.

Through conversations with the land owner, McCall confirmed that they did not want the abandoned portion of Corley Road due to the replatting possibility.

Alongside concerns with the property owner, McCall said Boerne Utilities had not been part of the planning and approval process for the proposed changes brought to the court in January.

“The planned roadway has a direct impact to the utility infrastructure and Boerne Utilities’ input is crucial to the successful completion of this project,” she said.


Following discussions with all parties, a revised plan was brought before the Commissioner’s Court on April 8. The revision will not include the abandonment of county property, McCall said.

The background

During a Jan. 14 Commissioners Court presentation, County Engineer Mary Ellen Schulle said a conflict for the expansion was identified due to a gas transmission line being in the expansion area.

Due to this conflict, the developer proposed realigning the intersection of Corley Road and Scenic Loop Road approximately 500 feet to the north of the current intersection.


With the changes approved on April 8, the section of the road which will be designated as Old Corley Road will be closed off at Scenic Loop, restricting access to the portion of the roadway that will not be maintained.

The road expansion would be a benefit to Boerne ISD, alleviating traffic congestion at Viola Wilson Elementary by utilizing the expanded road as an exit for buses and staff vehicles, Executive Director of Operations Ramiro Guerrero said during a Feb. 24 board of trustees meeting.

Following the changes April 8, the new project proposal was unanimously approved by county commissioners, allowing for the road work to move forward.
