The Boerne Planning and Zoning Commission on June 2 held a public hearing for a second Starbucks location, planned off Herff Road.

This is the second public hearing for the location, held due to an address collection from the previous hearing.

What’s happening?

While the area of Herff Road that is being developed is zoned for commercial and retail use, a SUP is needed due to Starbucks having a drive-thru, which is not permitted to be abutting a residential property.

Planning and Zoning Commissioners unanimously approved the special use permit May 5 with the following stipulations:
  • The connection to either cul-de-sac to the east or west must be established prior to the certificate of occupancy being issued.
  • Hire a third-party consultant (selected by the City) to prepare a traffic study for both lots to determine the need for a deceleration lane on Herff Road to the right-in-right-out access point
  • Provide directional signage for individuals to access the drive-thru
  • The landscaping plan and permeable paving system must meet UDC requirements at the time of development, as determined by the Planning Director
On June 2, an additional public hearing was held to correct an error in the address published for the original meeting.


The meeting ensured the community had the opportunity to be clear on the proposed development and give any potential comments.

The property is located at 84 Herff Road. It is owned by Boerne Commons, Ltd., and the applicant is Mark Santos of LJA Engineering, Inc.
