A future neighborhood-scale retail development is moving forward in northwestern Round Rock, with developer models showing plans for a potential day care facility, retail pads and dining.
What you need to know
Developer Endeavor sought an amendment to its planned unit development agreement with the city of Round Rock to rezone the property from office to general commercial with limitations, which the Round Rock City Council approved June 11.
The details
The rezoning prohibits the developer from building structures taller than one story, reduced from the two stories previously allowed under the office zoning.
The property cannot not be used for a car wash, auto body shop, hotel, urgent care facility, event center or self-service storage facility, among other uses. The rezoning allows for a proposed retail center, as well as potential day care facilities, fuel sales, auto service, restaurant and bar, dog care, kenneling, training and grooming facilities, as well as sports training facilities.

Several residents spoke in a public hearing for the rezoning, expressing concern for a private road north of RM 1431 that is the primary entrance and exit for residents of the Preserve at Mayfield Ranch.
"I feel that the businesses that should be approved should only be the type of businesses that would bring in less traffic ... In order to preserve the safety and manageable access to our community," resident Laura Flynn Said.
Per the developer, road maintenance would be split 60%-40% between the neighborhood's homeowners association and Endeavor, with the latter paying the larger share.
The road is also limited in size and cannot be widened because of karst features present on the property, said Brad Dushkin, director of planning and development services for the city.
How we got here
The property was previously zoned for a place of worship, and the property owner listed on the rezoning application is Hill Country Bible Church of Austin. That church is no longer planned for this location, city documents state, but the property will retain this designation if it is rezoned.
Documents also show the 13.22-acre parcel was planned for office or townhome use under the Preserve at Stone Oak PUD, through a series of previous amendments in the early 2000s. It was later partially platted as part of the Mayfield Ranch Enclave development in 2015.
The city's 2030 Comprehensive Plan also designates the property for commercial use.
