Prosper officials are moving forward with new ordinances to support development along the future Dallas North Tollway.
Town officials set new standards for the Dallas North Tollway District in February, and town staff are working to incorporate those standards into the town’s ordinances, Development Services Director David Hoover said.
Prosper Town Council passed a series of amendments to the town’s development code at a July 28 meeting.
In addition to updates related to the DNT standards, the code was also updated to regulate the development of dual-brand hotels.
The context
A new section of Dallas North Tollway from US 380 in Prosper to FM 428 in Celina is set to open late next year, according to the North Texas Tollway Authority’s project website.
Prosper, which has 3 miles of frontage on each side of the future tollway, sees the corridor as a unique opportunity for commercial development, town officials said.
“This is not next year’s development,” Prosper Mayor David Bristol previously told Community Impact. “This is literally a blueprint for the next 25 to 50 years.”
The tollway development standards the town set in February include guidance on landscaping, open space and parking that were incorporated into the town’s development code.
“What these amendments ... do is take those suggestions and turn them into regulations,” Hoover said.
One more thing
The amendments also included clarification on dual-brand hotels, a model where two hotel brands operate a shared facility.
Town officials requested an official definition of a dual-brand hotel after an application for a hybrid Hilton Garden Inn and Homewood Suites by Hilton was delayed by concerns related to the development's extended-stay portion before being approved in May.
Under the new definition, any dual-brand hotel in Prosper must include at least one full-service hotel brand, and dual-brand hotels will be subject to special approval from council.
