Frontier Gateway, a commercial development on the southwest corner of Frontier Parkway and Dallas Parkway, is moving forward after nine months of review.
After first seeing preliminary plans for the development in December 2025, members of the Prosper Planning and Zoning Commission worked with the applicants to modify the project’s layout and proposed uses.
The commission approved a preliminary site plan for the development at an Aug. 18 meeting, and Prosper Town Council approved an accompanying development agreement at a Sept. 22 meeting.
The development will mainly consist of retail and restaurants with limited office space near the southwest corner, according to the plan.
The specifics
Frontier Gateway will include 12 retail, restaurant and office buildings, according to a presentation by town staff.
Along Frontier Parkway and Dallas Parkway, there will be eight buildings with restaurants and shopping.
Additional retail will sit on the western edge of the property, and the southwest corner will have two mixed-use buildings with retail on the first floor and offices on the second floor.
In the center of the property, there will be a retention pond with walking trails to connect the buildings on the eastern side of the development to the central parking lot.
The history
Developers first presented preliminary plans for Frontier Gateway at a meeting on Dec. 16, 2025.
At the time, commissioners felt the development did not match the town’s vision for the tollway district, an important commercial corridor surrounding the future Dallas North Tollway.
“This is an important piece of land to the town of Prosper since it’s right at our entryway there,” Commissioner Glen Blanscet said at the December meeting. “I would’ve liked to have seen a little more creativity in the use of this land and the spot as an entryway into the town.”
The commission tabled the preliminary site plan in December so applicants could incorporate the feedback, then tabled the plans again in January after the applicants submitted a market analysis without making any changes.
Commissioners tabled the plans in March over concerns about the usability of the open space around the retention pond, in April to address the project’s layout, and in May, June and July to allow the applicant time to make changes, according to town documents.
The project was tabled for a final time on Aug. 4 before commissioners voted 6-0 to approve the preliminary site plan on Aug. 18.
What’s changed
The applicant made a series of changes to the preliminary site plan over the course of nine months, town documents state.
Plans originally showed a big-box store on the southwest corner of the development. That building was split into two mixed-use retail and office buildings, adding open space and creating a mix of building heights throughout the development.
The applicants also altered plans for the central open space to widen the land around the retention pond and make it more usable.
In the most recent revision, the applicants also changed the building planned for the corner of Frontier Parkway and Dallas Parkway from a pharmacy to more retail and restaurant space.
“It’s been a long road, but I think the development is in a really, really good spot,” Commissioner Josh Carson said at the Aug. 18 meeting.
What’s next
Frontier Gateway will be developed in two phases, according to town staff’s presentation.
Phase 1 will include the eight lots on the northern half of the property, and Phase 2 will include the remaining lots on the southern half of the property.
