Plano City Council approved a $140 million maximum construction budget for its new Public Safety Campus at a meeting May 26.

The newly approved construction manager-at-risk contract with Swinerton Builders provides advising before construction and a general contractor during construction, per city documents.
Swinerton Builders was chosen for its expertise in police headquarters, fire station and structured parking construction, according to city documents, and for its track record of delivering programs on schedule and within budget.
Plano Director of Special Projects Peter Braster said the preconstruction phase will involve designing, cost estimation, site logistics and schedule development. He said a guaranteed maximum price for the project will be determined before construction starts.
The new Public Safety Campus will house the following facilities:
- New police headquarters
- 911 communications center
- Central utility plant
- Parking garage
- Fire Station No. 14
The background
Construction of the Public Safety Campus was approved by voters in the May 2025 bond election. Braster said the bond election will provide $176,860,000 for the Public Safety Campus.
The $140 million maximum construction budget leaves roughly $17 million for future project costs. Braster said $5,925,900 of the $140 million budget will go toward administrative costs for Swinerton Builders. He said the preconstruction phase is estimated to cost $50,000.
