Plans to build a $31 million biomanufacturing facility in Plano’s Legacy district are on pause, according to a statement from NTxBio CEO Joan Haab.
The project, supported by a $1.48 million Texas Enterprise Fund grant, was expected to create more than 170 jobs according to a news release from Gov. Greg Abbott’s office.

Founded in 2015, NTxBio produces pharmaceutical-grade raw materials, which are used to develop RNA and protein therapeutics, according to the release.
“At this time, NTxBio is continuing to evaluate its long-term growth strategy, including potential expansion opportunities in North Texas,” Haab said. “While Plano has been an important part of those discussions, we are currently pausing our expansion plans there in 2026.”
Haab said the company, like others in the industry, is taking a “disciplined approach to capital deployment and timing,” while focusing on its main operations.
Updates on future plans will be shared as they become more defined, Haab confirmed.
“We continue to view North Texas as an attractive life sciences market, and we’ll share more as our plans evolve,” Haab said.
Zooming out
The facility was planned for 6652 Pinecrest Drive in Plano’s Legacy district, Deputy City Manager Doug McDonald said.
The facility was southeast of the former Electronic Data Systems campus, which was in the process of being redeveloped into the Texas Research Quarter, a planned life sciences and innovation district.
Haab confirmed the pause is “not related” to AT&T’s plans to relocate its global headquarters to a new 54-acre campus at the former EDS campus at 5400 Legacy Drive.
According to the city’s zoning website, a proposed zoning change for 99 acres of the EDS campus from planned development to commercial employment will be reviewed by Plano’s Planning and Zoning Commission on Feb. 2.
Looking ahead
Haab said the company is focusing on launching its NTxscribe platform and scaling "thoughtfully and at the right pace.”
“We’re taking a disciplined approach to growth and expansion, which means staying focused on near-term execution and being deliberate about the timing of any future facilities decisions,” Haab said.
