Hutto to annex 456 acres for new homes, municipal utility district

The city of Hutto will annex 456.753 acres of land to create a new municipal utility district and housing development.

Hutto City Council approved the annexation during its May 6 meeting. The project, titled Lakeside Municipal Utility District No. 9, is spearheaded by Tiemann Land and Cattle Development Inc. The district is planned for the south and east of The Lookout at Brushy Creek neighborhood and east of where Rowe Lane currently ends.

As part of the annexation agreement, the city will swap a comparable-sized land parcel with the city of Pflugerville in its extraterratorial jurisdiction—unincorporated land also called ETJ—along the Williamson County and Travis County lines. A portion of the proposed community is in Pflugerville, and Pflugerville officials also approved the ETJ swap, development manager Matt Tiemann said.

First discussed in 2018, the original purpose of purchasing the ETJ property was for a Hutto ISD and Pflugerville ISD boundary exchange to make the whole community part of Hutto ISD, he said. Both ISDs have approved of the boundary changes.

Lakeside MUD will offer larger housing options for Hutto residents, with 25% reserved for larger lot sizes, Tiemann said. A dedicated 45-acre lot will be used for parkland and a future elementary school site, amounting to 20 acres, which the Tiemann group is donating to the district.

"The school district saves a bunch on buses and things like that and kind of gives it a better sense of community," he said.

Following City Council's approval, Tiemann said development will start as soon as possible.
