Manvel City Council unanimously voted to adopt a $70.4 million budget and a $0.560000 tax rate per $100 valuation of a home for fiscal year 2026-27 at its Sept. 21 meeting.
Budget explained
The adopted FY 2026-27 budget includes around $70.4 million overall in both expenses and revenue, according to city documents.
The general fund is balanced at nearly $20.7 million in both revenues and expenditures, an increase of approximately 7.4% from last year's $19.3 million, city documents show.
Personnel costs account for 24% of overall expenditures, excluding transfers, representing about a 19% increase from the previous fiscal year, city documents show.
The increase reflects several factors, including the addition of nine new full-time positions in public works, parks and recreation and administration departments.
City documents also cited higher insurance costs and several positions that were funded for only half of the previous fiscal year but will be funded for the full fiscal year in FY 2026-27.
What residents need to know
The city approved a property tax rate of $0.560000 per $100 valuation of a home, which is unchanged from last year’s rate.
Based on that rate, a homeowner with a taxable home value of $300,000 would pay about $1,680 annually, according to city documents.
Although the tax rate remains unchanged, the city expects to collect nearly $1.9 million more in property taxes, an increase of 14.51% from FY 2025-26. Of that increase, nearly $1.3 million is expected to come from property added to the tax roll in FY 2026-27.
Looking ahead
Following adoption, the budget can be altered to account for unplanned revenues and expenditures throughout the year. Ordinances are used to bring these changes before City Council and residents for consideration and approval when adjustments are needed, documents show.
