On Sept. 28, New Braunfels City Council allocated $82,950 to Cobb, Fendley & Associates for right-of-way, or ROW, acquisition for the South Kowald Lane Improvements Project.
To complete this project, the city must acquire ROW, drainage easements, sight-distance easements and temporary construction easements from 12 parcels of land, according to agenda documents.
About the project
The city's voter-approved 2023 bond will fund the ROW acquisition, according to agenda documents.
The roadway project includes the addition of a center turn lane between I-35 and FM 1101. Sidewalks will also be added on both sides of the street. Traffic signals will be upgraded and there will be drainage infrastructure improvements, according to agenda documents.

The council also approved an additional expenditure of up to $300,000 for ROW and easements for the project. This amount will also come from the voter-approved 2023 bond, according to agenda documents.
In total, the project will cost $10,739,000 and construction is expected to begin in 2028, according to previous reporting by Community Impact.
